Event Highlight: Towards Greater Transparency in Securities Lending

ISLA was honoured to have Colm Kincaid, Director of Securities and Markets Supervision at the Central Bank of Ireland (CBI) provide the opening remarks at ISLA’s Morning Briefing event in Dublin on Wednesday 14th May.

Whilst advocating the general importance of securities lending to domestic and international financial markets, he went on to highlight many of the other benefits that it provides; contributing to more efficient and less risky securities settlement arrangements, facilitating investment strategies and enhancing returns which may then be used to offset management and custody fees.

Colm spoke of the five principles that the CBI considers in the effective supervision of securities market, and that form the basis of the strategic initiatives in securities and markets supervision that were launched in November 2018 as part of the Central Bank’s Strategic Plan 2019-2021.

Finally, he detailed many of the initiatives that are underway, notably operationalising of new legislation impacting securities lending, such as SFTR.
